A yellow tram shelter on Southsea seafront in Portsmouth has been vandalised with a simple red graffiti tag. A youth sits to one side of the shelter looking out to the sea. Anti Social behaviour orders, also known as an ASBO’s, have been used in extreme cases to control individuals where other legislation has failed or not been totally effective.
